Misleading cartoon

Dear Editor,

The cartoon carried on the front page of the Post (Jan 2) regarding the alleged encroachment by India in the Susta area of Nepal is not only misleading but also in very poor taste, reminiscent more of the gutter press than the objective and respected newspaper that you doubtless want to be.The scientific mapping of 98 percent of the India-Nepal border by the governments of India and Nepal has been completed. The remaining 2 percent, which includes Susta, is being addressed at the technical and diplomatic levels by the two governments, which are committed to maintaining the status quo and tranquility in the area. The question of “encroachment” on “Nepali land” does not arise since the border in Susta is yet to be delineated. It is unfortunate that vested political interests in Nepal have chosen to disturb the peace and vitiate the friendly relations between the two countries by recklessly engaging in anti-India rhetoric, ignoring the facts presented by their own government.These facts have been acknowledged clearly in the press release issued by the Ministry of Foreign Affairs of the Government of Nepal on December 28, 2007.The prime minister of India, a leader and scholar respected the world over, presides over a government that has done, and continues to do, its utmost to help Nepal materially, politically and diplomatically through the difficult transition phase that Nepal is going through. In the context of India’s principled foreign policy and its determination to help Nepal and its people in every way through the transition to a democratic, peaceful and prosperous nation, we can only assert that we will continue this policy, ignoring attempts to garner cheap popularity as exemplified by the yellow journalism on display on the front page of your paper of January 2, 2008. We sincerely hope that this does not reflect The Kathmandu Post’s editorial objective for the new year.

१८ पौष २०६४मा प्रकाशित कान्तिपुर दैनिकको प्रथम पृष्ठमा नेपालको सुस्ता क्षेत्रमा भारतद्वारा गरिएको कथित अतिक्रमणबारे छापिएको व्यङ्गचित्र भ्रामक मात्र नभएर यसले निसन्देह सम्मानित पत्रिका बनाउने तपाईंको उद्देश्यभन्दा तल्लो दर्जाको पत्रकारिताको कमसल स्वाद स्मरण गराउँछ ।भारत तथा नेपाल सरकारहरूद्वारा भारत नेपाल सीमानाको ९८ प्रतिशत बैज्ञानिक रेखाङ्कन भइसकेको छ । सुस्तालगायत बाँकी रहेको २ प्रतिशत कार्य नेपालद्वारा प्राविधिक तथा कूटनीतिक तवरबाट सम्बोधन हुँदैछ र दुवै देशहरू यो क्षेत्रमा यथास्थिति तथा शान्ति कायम राख्न प्रतिबद्ध छन् । नेपाली भूमि अतिक्रमणको विषय उठ्नै सक्दैन किनकि सुस्ता क्षेत्रमा सीमाना अझै रेखाङ्कित हुनै बाँकी छ । दुर्भाग्यवश केही तत्वहरू नेपालमा निहित राजनीतिक स्वार्थ सिद्धि गर्नका हेतु दुई देशबिच रहँदै आएको मित्रतापूर्ण सम्बन्धलाई बिगार्न तथा शान्ति खल्बल्याउन आफ्नै सरकारले प्रस्तुत गरेको तत्थ्यलाई बेवास्ता गर्दै भारत विरोधि वक्तव्यबाजीमा संलग्न भएका छन् । १३ पौष २०६४मा नेपालको परराष्ट्र मन्त्रालयद्वारा प्रकाशित प्रेस विज्ञप्तिले यी तथ्यहरू स्पष्टरूपमा स्वीकार गरेको छ । तथापी कान्तिपुर यी तथ्यहरूको अवहेलना गरेर सनसनी मच्याउन खोज्ने व्यङ्गचित्र प्रकाशित गर्न दृढ रहेको देखिन्छ ।विश्वभर सम्मानित एक नेता तथा विद्वान भारतका प्रधानमन्त्रीले त्यो सरकारको नेतृत्व गर्नुहुन्छ जसले नेपाललाई वर्तमान कठिन संक्रमण को अवस्थामा भौतिक राजनीतिक तथा कूटनीतिक रुपमा सहयोग पु्र्र्याउन सक्दो प्रयास गरेको छ र निरन्तर रुपमा गर्नेछ । भारतको विदेश नीतिको सन्दर्भमा तथा नेपालको लोकतन्त्र शान्ति तथा समृद्धि तर्फको संक्रमणमा नेपाल तथा यहाँका जनतालाई हर तरिकाले सहयोग पुर्र्याउने भारतको प्रतिबद्धताको सन्दर्भमा हामी जोड दिन चाहन्छौं कि सस्तो लोकप्रियता कमाउनका लागि १८ पौष २०६४ मा प्रकाशित कान्तिपुर दैनिकको प्रथम पृष्ठको व्यङ्गचित्रजस्तो पीत पत्रकारिता (yellow journalism) लाई बेवास्ता गर्दै हामी आफ्नो नीतिलाई निरन्तरता दिनेछौं । हामी आशा गर्दछौं कि व्यङ्गचित्रले कान्तिपुरको नयाँ बर्षको सम्पादकिय उद्देश्यलाई प्रतिबिम्बित गर्दैन ।

    I am so glad that you are spreading THE right information among the public-also known as ‘disable ppl’ in one of the Maha’s series.Continues update regarding any sort of intervenation on our motherland should be publicized immediately so that we can give these ‘goats-baliko boka’-the current India-ism politicians will get some lessons and will strive to do something about it.Indeed it is to be noted that these politicians drank the potion(as mentioned in Rip Van Winkle’s story) given by India and they are still fast asleep and work under only the authority of India. We, teh current generation, should speed up our motivation and spread the right knowledge-the true democracy not the democracy under In..dia.We also should involve in active poilitics so as to replace these aged-politicians who still think time’s not right for anything and still reign under 2007 BS policies which we know are already been scrapped and should be dumped.New era should be begun with true enthusiasm of nationality and unity of our country.Fresh plans and policies are indoubtedly required to fight for any kind of authotarian rule that is being plagues by our current “totally illiterate’ politicians who are more or less ‘coward ‘and work under somebody’s direction-they do not have morale nor any sort of self-image that can undermine authotarian rule.We-just like u _mr. rajesh KC, should be brave enough to come forward and ply against any sort of foreign intervention in our country.     Appreciate Indian Embassy’s reaction.
    But would like to highly point to the facts that Indian Government had failed to maintain the deepest relations between our two countries in the way that the bunds and dams accross the border to inundate Nepali land built in local level of India, everytime dismantling and shifting of the border sub-pillars of Nepal-India border by Indian SSB and encourage thousands of people to capture Nepali land on the backing of SSB and bargain “status quo”.

    Local Indian authorities have dominating attitude towards Nepal and Nepali and that had been proved by not only Susta and Kalapani, but also in many other places like Bardiya district of Nepal.

    Real good friendship is justified when the central government in India will address appropriately the Laxmanpur Dam that is inundating Nepali land after it’s construction, Mahalisaagar dam, Khurdlotan and many more to mention which is inundating Nepali Land along the border. Had there been any example that India had sincerely addressed such matters and resolved them in a manner that Nepali side had not been in loss? Where is Kalapani issue?

    When Indian politicians in Bihar and UP promise to make land availabel to their poor voters and forcefully cultivate the land being owned by Nepalis along the border is not politically motivated? Doesn’t the local governmenbt there belong to India? Doesn’t the SSB belong to India and their attitude and behaviour not representative of India?
    Is international law followed by India on these issues while dealing with issues that are related to and affecting Nepal?

    Well, if Bagleyji’s statements are to represent the true Indian Government’s views, please first clear out the old Indian Mentality of British Colonial age and stand with the new broad vision of mutual respect, mutual benefit, equality in existance and basic diplomatic (not conemanship) norms and revisit the issues. Accept the true meaning of bilateral relations and act accordingly. It’s not bilateral relation when the stronger always tries to bully the weaker.

    The greatness lies on accepting wrong doings and correcting them, but not trying to cover up the wrong doings by Indian local or central administration and wrong concepts that are there to really win the heart and mind of your neighbour. Otherwise it will be only a baseless out-cry of “Anti Indianism in Nepal” by Indian authorities.

    I’ve deep respect to Primeminister Manmohan Singh. Cartoonist Rajeshji should have put the SSB in the cartoon instead of the PM himself. Nepali cartoonist had to accept it as well, but the border security represents the national policy, thus the head of the nation to be shown on the cartoon is not to blame him personally, but representation of the side with that attitude. I believe Bagleyji will also undestand this basic practicality.

    भारतीय दुतावास प्रवक्ता अनुसार भारतले नेपाललाई वर्तमान कठिन संक्रमणकालको अवस्थामा भौतिक, राजनीतिक तथा कटनीतिक रपमा सहयोग पुर्र्याइरहेको छ । तर कतै भारत सरकार आफ्नो उक्त सहयोगको आडमा नेपलमा संक्रमणकालको फाइदा उठाउँदै सीमा अतिक्रमणलाई तीब्र पार्ने दाउमा त छैन ? र कतै हाम्रो सरकार आफ्नो देशको सीमा मिचिँदा पनि मुकदर्शक भएर भारतको उक्त सहयोगको मल्य चुकाइराखेको त हैन ? प्रष्टीकरणले त्यस्ता सन्देश दिन्छ । विश्वलाई थाहा छ भारत विद्वान प्रधानमन्त्री भएको देश हो । हामी नेपाली पनि उक्त कुराबाट अनभिज्ञ छैनौं । प्रवक्ताले भारतका विद्वान प्रधानमन्त्रीको विद्वत्तालाई सीमा अतिक्रमणको प्रसंगसँग जोड्नुको अभिप्राय के हो ?

    यसबारे म के भन्न चाहन्छु चाहन्छु भने- व्यङ्ग्यचित्र भ्रामक होइन एकदम तथ्यपुर्ण छ । यो समसामयिक र सान्दर्भिक पनि छ । किनभने व्यङ्ग्यचित्रमा चित्रण गरिएका सबै विवरण सत्य छन् । अधिकांश नेपाली जनमानसले सुस्ताको नेपाली भूमि अतिक्रमण भयो, भारतीयले सुस्तामा क्रमशः च्याप्दै-मिच्दै ल्याएको महसुस गरिसकेको छ ।

    सुस्ताका पीडितमध्ये ६० बासिन्दा सरकारलाई दबाब दिन हाल काठमाडौंमा आएका छन् । गोपाल गुरुङ, आदम खाँ, रोजअली मियाँ, लला बेगमजस्ता पीडित व्यक्ति भारतीयद्वारा यातना खेपिरहेका छन् । सुस्ताको आफ्नो जमिनमा नेपाली किसानले लगाएको उखुबालीसमेत भारतीय बासिन्दाले बलजफ्ती काटी लैजाने र बाँकी लैजान नसकेको आगो लगाई बालेर नष्ट गरिदिन्छन् । यसमा भारतीय सशस्त्र सेना बलको केही संख्या र विहार भाजपाका केही नेताको भूमिका रहेको सुस्तावासीले राम्ररी अनुभव गरेका छन् । यो अनुभवको प्रभाव अब अन्य नेपाली जनतामा पनि परिसकेको छ । यी बुँदाबाट कान्तिपुरको व्यङ्ग्यचित्र तथ्यपरक पाइएको छ । यसबारे सायद बाग्लेजी दिग्भ्रमित हुनुभएकोले उहाँले कमसल स्वाद पाउनु भएको होला । उहाँको भ्रम हट्यो भने उहाँले पक्कै पनि अविस्मरणीय स्वाद पाउनु हुनेछ ।

    अर्को बुँदा उहाँले लेख्नुभएको छ- “नेपाली भूमि अतिक्रमणको विषय उठ्न सक्दैन किनकि सुस्ता क्षेत्रमा सिमाना अझ रेखांकित हुन बाँकी छ ।” हो सुस्तामा दुवै देशको संयुक्त सीमा र्सर्वेक्षण टोलीले रेखांकन र नक्सांकन गर्न सकेको छैन । भारतले सुस्ता अतिक्रमण गरेकाले उनीहरू नक्सांकन गर्न चाहँदैनन् । किनकि शुद्ध नक्सांकन भयो भने भारतले मिचेको ठहरिन सक्छ ।

    एकातिर उहाँ अतिक्रमणको विषय उठ्न सक्दैन भन्नुहुन्छ । तर भारतका विदेशमन्त्री प्रणव मुखर्जीसमक्ष परराष्ट्रमन्त्री साहना प्रधानले नयाँ दिल्लीमा मंसिर २१ गते सुस्ताको नेपाली भूभाग अतिक्रमणको कुरा राख्दा मुखर्जीले ‘स्टाटस् को’ -पूर्ववत् अवस्थामा राख्न नेपाललाई आग्रह गर्नुभयो ।

    यस्त मन्त्रिपरिषद्को पुस ९ गतेको बैठकले सुस्तालगायत अतिक्रमित समस्या समाधान गर्ने जिम्मेवारी प्रधानमन्त्रीलाई दिएको छ । प्रधानमन्त्रीले पनि यसबारे आफै गम्भीर भएको र भारत सरकारसँग यी समस्याबारे जानकारी गर्राई उच्चस्तरीय ढंगबाट छलफल चलाउँछु भनेको प्रकाशमा आइसकेको छ । यस्तो अवस्थामा प्रवक्ता बाग्लेले नेपाली भूमि अतिक्रमणको विषय उठ्न सक्दन भनेर कसरी र कुन हसियतमा भन्नुभएको हो ?

    प्रवक्ता बाग्लेका भनाइअनुसार भारत सुस्ताको कुरा उठाउन चाहँदन । किनकि सुगौली सन्धिताकाको नारायणी नदीको बहाव हाल पत्ता लाग्यो भने सुस्ता अतिक्रमित भएको ठहरिन सक्छ । नयाँ दिल्लीमा पुस ३-४ मा भएको नेपाल-भारत प्राविधिक स्तरीय संयुक्त सीमा समितिको ३१औं बठकको माइन्युटमा सुस्तामा भूमि मिचिएको भन्ने वाक्यांश राख्न नेपाली पक्षले जोड दिए पनि भारतीय पक्षले एकदम अस्वीकार गरेको कुरा प्रकाशमा आइसकेको छ । यसबाट के देखिन्छ भने तल्लो तहमा उनीहरू सुस्ता भन्ने शब्दका बारेमा छलफल गर्न चाहँदैनन्, सुन्न मान्दैनन् । सुस्ताबारे छलफल भयो भने भारतको हात तल पर्छ भन्ने उनीहरूको धारणा रहेको पाइयो । अतिक्रमण नगरिएको भए कुराकानी र क्षेत्रगत तथ्यपूर्ण सर्वेक्षणबाट स्पष्ट पारौं भन्ने भनाइ आउनुपर्ने होइन र ?

    अन्तिम बुँदामा उहाँ भन्नुहुन्छ ‘कान्तिपुर दैनिकको प्रथम पृष्ठको व्यङ्ग्यचित्रजस्तो पीत पत्रकारितालाई बेवास्ता गर्दै हामी आफ्नो नीतिलाई निरन्तरता दिन्छौं ।” यसबाट के झलक आउँछ भने व्यङ्ग्यचित्रमा जे चित्रण गरिएको भए पनि, जस्तो वाक्यांश लेखिए पनि त्यसलाई बेवास्ता गर्दै सुस्ताको नेपाली भूमि अतिक्रमण गर्ने नीति भारतले अझ बढाउँदै लैजानेछ भन्ने मनसाय उहाँले व्यक्त गरेको बुझन सकिन्छ ।

    यस मनसायलाई प्रमाणित गर्न उहाँले कान्तिपुर दैनिकमाथि पीत पत्रकारिताको दोषारोपण पनि थोपर्नुभएको छ । पत्रिकालाई आरोप लगाउँदा आफ्नो दुराशयपूर्ण धारणा बलियो बनाउन खोज्नुभएको छ । उहाँको धारणा मिथ्या छ भन्ने नेपाली जनमानसले बुझेको छ । कान्तिपुरले सधैं तथ्यपरक विवरण सम्प्रेषण गर्नेछ । सुस्ता, लिम्पियाधुरा-कालापानी जस्ता अतिक्रमित भूमिबारे उजागर गरेर नेपाली जनतालाई सुसचित गरिरहनेछ भन्ने विश्वास लिन सकिन्छ ।

    This refers to Gopal Baglay’s response to the Post cartoon (“Misleading Cartoon,” Letters to the Editor, Jan 4). His letter is misleading. The cartoon is so vivid and poignant about the Indian encroachment in Nepal. But Wagley has viewed it with the perspective of an Indian invader and he doesn’t think it seriously.

    India has showed insincerity towards the sentiment of the Nepalis. It has been taking the advantage of incapability of our leaders. The issue aroused is not due to the vested political interests of Nepalis but because of Indian encroachment.

    There is evidence of encroachment in the Susta area. If you don’t trust the news coming forth you are requested to visit the area.

    I would also like to ask Baglay about the Laxmanpur dam and other dams constructed unilaterally by India. Are all these issues baseless?

    We request all Indian officials to show respect toward the Nepali people’s sentiments. We want to view India as a true friend.

    Nothing more to say as most of the readers have already responded pretty well to the cartoon. Three cheers and hats off to Rajesh ji for bringing out such a sensitive issue in such a nice manner. No doubt it provoked Indian Embassy but then truth is what is in the cartoon. We want India to remain a good neighbour and ourselves want to be good as well. Hope to see better picture of India as well………may be in my life time………

    Well done to whom I respect and support Mr, Puskal Jee, Mr, Bhojraj, Ms/Mrs, Santi, Mr, Bishnu, Mr, Budhinarayan and as well as BRAVE Editor of Kantipur who published the fact daily routine (since long time) of every day and night who always promised his self, a very best neighbour hood for Nepal. I think, this is the right time to sacrifice our live better with a hunger die not to leak whom spite to us for live. But we (Nepali people) know our country’s be loved LEADERS does not want do it. So this is the time to strike every single Nepali people’s mind, the country does not changed and develop by the leaders the fact is PEOPLE. The country’s power is to be in people’s hand not in the leaders. That is why? If some one signalled you to advantage, of course, that is the main cause of Nepal.

    Truly appreciable effort by Rajesh dai. Nepal’s political instability wants some settlement, not the encroachment. India claims to be the oldest neighboring nation of Nepal in all regards. It is pleasing sometimes to know that India has helped Nepal in many ways. However, it is equally disappointing to see the vivid encroachment of India into Nepal’s territories. May be India wants Nepal’s territories in return for some help offered to Nepal. It’s totally ridiculous. I wish Nepal could sustain itself without any Indian infringement but this scenario would only be hypothetical as for now. India knows Nepal’s dependence upon it and hence keeps on playing with Nepal’s politics and people’s lives.

    India should keep in mind that even Nepal looks small and unstable at this moment, INFRINGEMENT AND ENCROACHMENT OVER OUR MOTHERLAND WILL NOT BE TOLERATED AT ALL!!!

    The story of Mr. Gopal Bagle, Spokesman, Embassy of India is completely meaningless and humorous too. Everybody knows how much land we have lost in Terai because of Indian encroachment.
    The root meaning of this cartoon is very serious to Nepal and now we all Nepalese has to wake up to get back our looted land.
    Mr. Bagle, it is universal proof that TRUTH WILL BE ALWAYS BITTER. So please…………….

    Baglay’s response is like “not seeing buffalo in one’s own body while seeing louse in the other’s” accusing Kantipur of yellow and gutter journalism. Kantipur is a baby compared with the champions of yellow and gutter journalism routinely peddled by the Indian broadsheets (most behave like tabloid) e.g. the Times of India in relation to matters related to Nepal. Never heard any complains from Mr Baglay about that lately! Why such double standard Mr Baglay?

    Also, he routinely uses patronising and snobbish language in Nepali media which I find utterly abhorring.

    Salute and hats off!!! rajeshji. That’s what I consider as a true courage and spirit of journalism. Bravo!!! Since my childhood I have always hated indian policy regarding borders.     I am a Nepali student in India. As a Nepali i’ ve faced many harassments in India. And in my class I make anti-Indian comments and I have argued many a times with my collegues. And as a proof i used to use ekantipur.com and your cartoons. No one can understand Nepal/Nepali unless he/she is a Nepali. Therefore, being a Nepali I am all time supporter of this cartoon any campaign that are for Nepal.

    The comment by Indian Embassy is another sequence of funny and nonsense statements*** They always want to cover this up by saying long history, relation, a major donar etc. But in fact India has taken those advantages from Nepal which it can never be fulfilled by any means. Eg: All those Treaties of which India took advantages of politcal unrest in Nepal. So I am very thankful to Rajesh KC for this art which can wake the Indian government who has a habit of eating Nepali lands time and again like Tanakpur, Koshi Barrage and preparing for another meal like SUSTA.

    Please do not worry. The Indian mentality is not of hegemony. Its true that we as a country are bigger than you, but no matter how powerful we become, we are a soft state and we believe in live and let live.

    I would like to accept that encroachment may have taken place and these could be the handiwork of locals and local politicians who think in a selfish way. The Indian leadership at the top is not like that. As with all form of governance, it gets murky as you go down the order.

    I would strongly like the Nepal government to raise this issue at the highest level. Everything will be sorted out soon. there is no use talking to local leaders in UP or Bihar. Please do not do that. They will think in a narrow sphere.

    It doesn’t look like to me to be an attempt for popularity by either the cartoonist KC or by Kantipur rather to aware the public about Susta situation and how India has tried to encroach on the territory. Perhaps, you should read about the issues affecting people in that area and you will come to understand that the situation is actually real and cartoonist has done a great job therefore. We need to atleast have a debate on such issues. General public are not aware of whats happening behind the scenes on Govertment negotiations. And now you can see the reaction it has generated. By flatly declaring this to be cheap, you seem to be rather dispersed on such issues. I hope you agree that the cartoon has tried to atleast create some thinking in the part of the Governmental authorities to try to solve this problem as quickly as possible for the betterment of both nations.

    some points that i would like to make:

    1. Being a NRI does not mean you r out of touch with your region. You know more about your region only after you go out of it. Its just like you know more about planet earth, by looking at pictures from the sattelites.

    2. Regarding the over indulgence of India into nepal affairs :: well 80% of people in India will not even know how to figure out Nepal on the map. We are not really occupied with Nepal much. The average public in India heard last about Nepal when there was this Royal Massacre. So if you think that government in Delhi really sits behind closed doors and chalks out a plan to annexe Nepali land, then sorry, we don’t really have time for that.

    On the contrary India was being criticized by international community for not really doing much when Nepal was facing the democracy movement turmoil.

    So, what you see as a **Serious** issue and term it as one of our game plans, is nothing but sort of an abberation at local level. Shifting the border pillars from here to there is a local abberation, not our national policy. And its hard to drill morality into all the people living along the borders.

    ours in a porous border, unmanned at various places… so this means we r really close to each other.. and wherever you have closeness, occasional hostilities are bound to happen. this border issue is just one of those. Nothing much.

    3. My story about sisters was really childish, but being childish does not mean its not valid. I mean thinking of Nepal, its like we relly dont get a hostile feeling, but one of love and affection.

    What I do not like about nepal is how they interpret us. Suppose if the govt in delhi wants to send to nepal a gift box. But the postman from india is really un friendly. Then you nepalis will interpret India in terms of the behaviour of postman, and not by the Person who sent you the gift. Thats where the problem lies.

    and your khukuries… dont worry.. none of your enemies will ever taste it literally, because you do not have any enemy !

    Its like… its okay… hardly any bdy would open up a newspaper page that has Nepal news.

    Nepal mainly matters for people living in the upper reaches of Bihar, Uttar Pradesh , Bengal and Assam.

    But you shoud not be hurt by this fact. Our country is not homogeneous. Like for instance people from Rajasthan, do not know much about Tamilnadu or Nagaland and vice versa. They r all busy with their own lives !

    But what should matter for Nepal is the fact that those who know you, care for you. Those who do not know are indifferent.

    I can say this because I have spent a great deal of time living at places as diverse as Darbhanga, Sitamadhi, madhubani, Bombay and bangalore.

    Now I live in America, but my office mates have problem pointing India on map 🙂 So I politely tell them… here it is. And they r glad. They r not anti-india.

    Likewise the bottomline is, there is noting like anti-nepal in india.

So finally I gave up without any quarrel. And, one day very happily and proudly he said Nepal is a province of India, from that day on I talked to him very little. If an engineer, a learned citizen can boast over these false facts, what other lower level government officials and citizens near the borders where our lands have been encroached might think? This is what happens brother Ashish! things are different in high level talks and in ground level. Any way, let’s not make it a topic of quarrel, let’s give pressure to both of our leaders and government officials for scientific calculations and measurements in the border areas wherever are the issues of land encroachment.

    Much venom has spilt over the vexed issue of border (land encroachment from southern side) between Nepal and India. Remember, we have a long border with China too. The difference is we have never had such a hukabaloo with our northern neighbour. Several reasons proclaim the constancy of such calm among which mutual trust with which our governments have handled the issue surmounts all others. I do not blame India, but there is lack of some important ingredient that makes summit level talks between two neighbours not very meaningful as it leaves one party almost always on the receiving end of odds. Several instances have surfaced over this issue and startlingly not for the first time and not only once on a single issue.

    Homework for Nepali youth:
    1. Ponder on the political and diplomatic acumen of our politicians and bureaucrats who have consistently failed (i repeat failed) to chalk out a master plan on such issues (I mean foreign policy) whereby a solid framework for policy guidelines could have been set. India’s South Block moves on Nerhu’s yardstick whereas our Singa Durbar moves on whims. This creates whirlwinds inside Singa Durbar, anytime, therefore there is neither tekne nor samaune as a cornerstone for guidance when a serious issue as above arises.

    2. We know our economic strengths and weaknesses. Every sub stratum of our society is confronted with challenge of livelihood (demographically, geographically, occupation wise). It is high time we localise our efforts on these strengths and weaknesses so that we can give to our country that solid foundation of innovative hard core economic mantle whereby our politicians and bureaucrats will stop becoming whimsical to our national interests.

    3. Politicians think of the next election whereas statesmen work for the next generation. Bad luck, we had no one for the latter or if we had one we never recognized him. Let us ascertain in the coming assembly polls that we commit ourselves to electing such individuals who can and will work for the next generation. This can be possible only when we have local debates, constituency wise, between candidates and people will be able to gauge the ability of our politicians.

    4. Our press is too centralised in Kathmandu. Reason- financial and political decisions are made in Kathmandu. We communicate only problems. Our strength lies in villages whereas the whole country looks to Kathmandu for dole outs. We the educated youth have seldom gone to our countryside with little ideas that may even carry the potential to transform the country. We have to rethink the level of our social engagement.

    All the above (not exaustive though) are interwoven and certainly provide the fabric for a healthy exchange with our neighbours. I too was educated in India to a professional level and I must concede that there is no dearth for positive minded individuals, in fact we find them in plenty.

    I believe, the cartoon is reminiscent of a sour feeling of anguish on the utter failure on the part of our politicians, dirty work habits in our bureaucracy, a distorted (crudely imported) system of governance that does not befit our way of living and gross want of social sensitivity in our educated people. It is no doubt an excellent work of the art of expression. Whereat the artist has finished his part of work, thereat starts our responsibility, not only response. By applauding Rajesh Dai, we encourage him to continue illuminate our problems but where is the solid wall of defence that we should have erected to deter our so called enemies from perpetrating the repeated assualts?

    Our reactions are only verbal till date. Lamentable. Still lamentable will be the catalogue of human crime if we sit in one corner and howl only to allow the perpetrator continue with carnage. A youth network system that pressurises and forces our politicians including our misguided student leaders to accept what we sincerely believe is the need of the hour.

    I read with great interest the mature exchanges between Amrit Dai from Kathmandu and Ashishji from US. The solid pillar of understanding must be on the people to people level. Track II diplomacy is quintessential especially between Nepal and India and that is exactly what is absolutely zero at present.

    It is the total failure of Indian diplomacy in Nepal! Mostly, the Bureaucrats and the conservative bureaucratic machinery is mobilized to deal with the political problems of Nepal. Had the Gujaral doctrine respected by the successive Governments of India, all the neighbouring countries would have extended their support to India in international forums. Unfortunately, India has not been able to maitain cordial relations with any of it neighbours, except Bhutan.

    Rather, India has been buldozing Nepal utilizing the ‘purchased’ Nepal’s party-leaders with scholarship (to their children), treatment facilities in Indian hospitals, and finances raised from among the Nepalese consumers.

    The construction of several bonds in the border areas, encroachment on Nepalese territory and direct and naked intervention on Nepal’s internal affairs it nothing but India’s hegemonism and imperialistic attitude. The Nationalist forces of Nepal need to think from a national perspective giving up petty political interests.

    good job. though i am from srilanka, i have seen your cartoon. when i asked some nepalese guys and tried to find the real onging issues, i came to know that the cartoon nearly reflects everything about what’s going on at the proximity of Indo-Nepal boarder.

    Thanks ashish for your cool comments on the topic of a cartoon. I had never thought that any Indian has a good thinking about Nepal. My house is near UP in Nepal. Must of the people from there are entirely different from you. We must keep our friendship and should work for building peace. But remember that there is not only the case of Susta. Many Nepalese had been beaten by Indian SSB force while they were sleeping at night on their own land. If any country tries to occupy part of your country how will u response them? What will your heart says when any Indian people are beaten by Pakistani soldiers in your own Indian land? Everybody loves their motherland. Nobody wants to lose it. So try to feel the feelings of Nepalese towards their motherland being a Nepali .but i appreciate your some points like, to be friend and stay in calm. As we are neighbors we must help each other and live a peaceful life. We must cooperate with each other so that we can get peace in Nepal and India as well.
